Meet Carlos Otaola.
Carlos Otaola Perez is the Founder & CEO of Urban Technologies Fund and the current manager of Stingray Global Corp, a multi-series investment vehicle. He brings more than two decades of experience in capital markets, derivatives, and investment strategy—with a career spanning HSBC Private Bank, Multiplicas Investment Advisers, and Stingray Global Corporation.
His work is guided by the philosophy of the “builder capitalist”: not just providing funding, but buildingthe ecosystems, partnerships, and governance structures that allow entrepreneurs to thrive. Carlos has produced storytelling platforms such as Startup Series Latam, giving founders a voice on the global stage, and has been recognized by Forbes USA (2025) and Marquis Who’s Who Top Executives.
At the heart of his mission lies a conviction: that the Global South will define the future of cities, and that strategic investment in transformative technologies can unlock not only financial returns but also social mobility, sustainability, and resilience for millions of people.
